That's pretty much what he's always in. Here are the layers of that. Oops, definitely a skirt hiding there.

However, once in a while Sion decides to not obviously be Roland's King (or maybe he just doesn't want to wear a dress for a while)
This is the usual "incognito" outfit he wears to blend in
